Error 1306

Purchased retail copy of Photoshop Elements 11 and Premiere Elements 11, installed Photoshop Elements seemingly OK, but Premiere Elements hung near the end of the install, had to power down computer.  On restart, Premiere Elements appeared to have installed.

Following that, I can open Photoshop Elements 11 Organiser but not Photo Editor.  I have tried to uninstall both programs, Premiere Elements 11 has uninstalled but during uninstall of Photoshop Elements 11 I get a dialog box saying "Error 1306. Another application has exclusive access to the file C:\ProgramData\Adobe\PhotoshopElements\11.0\ThumbDatabase.db3 Please shut down all other applications, then click Retry".

I cannot see anything else running.  Computer is running Windows 8.

Does anyone have any fix for this, please?

    Check your task manager or even use tools like Sysinternals' Process Monitor to track file activity.
