Error 145 and beyond, please help

Context: So i went to update Photoshop when near the end it broke and i couldn't launch it and was forced to uninstall, so i did. After about 10 mins of re-installing at about 93% completion, an error popped up simply called "Error 145" basically telling me that the file was still there... the one i just deleted decided to stay, so i went into the program files, opened up "C:\Program Files\Adobe" and there it was, Adobe Photoshop CC 2017... with nothing in it.

Problem: As i went to delete the file, a box popped up labelled "Folder Access Denied", telling me that "You need permission to perform this action" In addition "You require permission from the computers administrator (Me BTW) to make changes to this folder", naturally i right click and select "Properties", enter "Security", select "Advanced", go into the "Owner tab", and notice the caption "Unable to display current owner" in the "Current owner" box... which should be me... so, when i select "Edit", select my account in the "Change owner to:" box and press "Apply" a "Windows Security" box flashes up saying "Access Denied"...

Question: how in gods name do I eradicate this file and problem in general from my computer?, ! can access and delete all the other folders in "C:\Program Files\Adobe" except the empty Photoshop folder...

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

use the desktop app to install your cc programs/trials

Ok so now its gone... i did try restarting but i guess i had to shut my computer down and leave it for a bit before it works.. odd but il install and refer back to this if it breaks again.
