error 16, apps won't open

My CC has been down for 2 weeks & this is just killing me. After migrating from my 2010 Macbook Pro to a 2015 Macbook Air, I can no longer open an of my CC apps. I get the configuration error 16 message.

I followed the troubleshooting instructions to grant permissions to the folders: SL Store & Adobe PDC inside the application support folder for Adobe. Doesn't work. I've restarted several times.

Below my signature is what was recommended to me as a solution. I've don't that twice now and the problem remains. I need a real adobe savvy person to figure this on out for me.

Please help! I'm a self-employed video creative who NEEDS these apps to run my business. Thanks.

Mac Migration and Time Machine DO NOT WORK with Adobe program activations due to hidden registration files

Sign out of your account... Uninstall... run the Cleaner...

-http://helpx.adobe.com/creative-cloud/help/install-apps.html (and uninstall)

-using the cleaner after uninstalling and before reinstalling is often needed

-https://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation-problems.html

-Restart your computer... Sign in to your account... Reinstall
