error 16 i have tried customer support and still cant get on cc

i have error 16 and cant figure out how to get rid i have spoken to ruby c at technical support and she was very patiant with me and told me at least 3 ways to sort it out but i have tried and tried to sort the problem but as yet no joy pleasee can anyone help
