Error 16 Photoshop Elements on MacBook Pro

When I attempted to use my Photoshop Elements this morning I received the error 16 message.  How do I uninstall and reinstall the programme (I don't remember how or when I purchased the product) and is there a way to correct?  I was trying to contact Adobe support but couldn't find a way to speak or text with a person directly.  Thank you for your assistance in this matter.
