error 176 Installing photoshop on any drive

Hello, I've been looking through other posts talking about this issue but so far nothing has worked and I'm honestly not sure what I can do next to troubleshoot the problem. Photoshop stops at 10% download progress no matter what drive I try to install it on and gives the 176 error. I have enough room for photoshop on both of my drives, I've uninstalled using the uninstaller and made sure to delete all of the remaining folders before trying again, I made sure to create a folder when attempting to install as it does not allow me to use the root folder. I am using windows 10 attempting to use the most up to date version of creative cloud from the website. I had photoshop downloaded in the past on my C drive and reinstalled it to my D drive which eventually failed so now as I try to install it on my newest drive or back onto the C drive again I get the error. I'm sorry if I missed a newer solution but the results I found mostly mentioned the uninstalation.

ok, then there's a problem with cc app or a cc app setting.

 

reset the cc desktop app by making sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R


if that fails, repair per https://helpx.adobe.com/download-install/kb/creative-cloud-install-stuck.html


if that fails, uninstall using the correct uninstaller from https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging and then reinstall using*


if that fails, do a clean cc install carefully following each applicable step:

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

check for, and if available, update your os

if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)

if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)

restart your computer (don't skip this)

reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html

use the desktop app to install your cc programs/trials

NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.

is the install drive an internal hard drive?

copy and paste here a screenshot of your cc preferences showing the install location.

I'm sorry if this wasn't the correct place to have posted this originally. I got here from navigating from the "help" option on the site. That said here is the current install location set up, it still gives the error when I leave it on default or if I create a folder named "Adobe" for it to use. when I attempted it with the default location it's an internal hard drive and when I use the drive pictured it's using an internal SSD.
