Error 215

Purchased premiere elements this morning and have spent almost the entire day trying to install it after downloading. Keep getting an unknown error 215.
Googled it, accesssed forums, spoke to someone on the help desk and still no resolution. Can someone please offer me a solution that does'nt involve having a degree in computer science. This is completey unnacceptable, I've spent my hard earned money and I want what I paid for! If it is an issue my end with windows 10 etc, (and it looks like I'm not alone) then Adobe should recognise this and fix it! I'm out of pocket, frustrated and pissed off!! I dont know even if this is the right "community" to be posting in because everything has to be so complex here. Apologies for the rant, can someone please offer help or advice or point me to a place where I can get it. Thanks.
