Error Code 146: Please Help

I've been trying to install Adobe After Effects for 5 hours. I am able to install the other programs with no problems like Adobe Illustrator. But After Effects and Media Encoder always fails to install.

I get  this error called Exit Code: 146

I've tried uninstalling, reinstalling, using the cleaner, and allowing permissions through the properties of the final folder.

However, I've come across this odd problem. In the final location "C:\Users\Public\Documents\AdobeInstallCodecs" I cannot find the documents folder.

But I thought I could simply apply the method from this link: Error exit code 6, exit code 7 installing Adobe Creative Cloud
However, as I unticked read-only and applied it. I was greeted with this error.

I haven't slept and I need this installed in a few hours. It is still failing.

UPDATE:

I've lost all hope and formatted my drive. It now works of course.
