Error Code 146 when downloading Premiere Pro

Hi, I am trying to download Adobe Premiere Pro 2021, but when the installation percentage is at 97%, I get Error Code 146.

Error Code 146 generally occurs when the installer is/was unable to move a file from the temporary folder (where it was first downloaded) to the destinated folder. This is due to missing permission.

 

In your case, the installer tried to move the file "ccxprocess_hd.xml" from "C:\adobeTemp\ETR9A28.tmp\5\specifier\" to "C:\Program Files (x86)\Common Files\Adobe\Vulcan\specifiers\".

The folders that were said are not there at the directory, I tried everything.
