Error code 403 while download on windows (tried different methods)

I just recently got the creative cloud installed and have been trouble downloading the apps, after going through the community solutions and tried a few of the methods was only able to downloads one of the few apps I need for my college course. 

I keep trying these methods over and over again and even restarting my laptop and doesn't work, I really need help.

the error code 403 solutions provided didn't work for me anymore, I don't know if I'm doing something wrong but I was able to download one of the apps I need. any help would be appreciated.
