Error code P205 but actually not...

Well whatever I try to download it just stucks at either %4 %41 %25 I have no idea why it does this. The error code is suppose to occur when I try to install the programs but I actually can't download them in the first place. I tried different days for 2 weeks, and coincedantly I had to format my computer and even after that it was still same. I have 25 mbps download speed and don't have any slight internet connection problems always using wired connection. But download process always stucks at same numbers never going beyond that I tried downloading photoshop and after effects and cc all of them just stucks. Was it too long? I hope someone will read it...
