Error Code P213

I'm getting what appears to be the infamous p213 error code. I've tried running the installs (for creative cloud and just for photoshop) as an admin but no dice. What exactly could be happening here? This is a domain computer on a Windows network and I am admin on the computer. I click "run as admin" for the installs as well.

Thanks I've went through that entire list and everything seems to be in order. I still can't get it working. I'll try support on Monday I guess.
