Error file missing when trying to upgrade

I reinstalled Elements 11 onto my laptop.  When I try to use my upgrade that is in my Adobe file it says there is a file missing.  I have deinstalled and reinstalled and the same error comes up.

    is that photoshop elements, or premiere elements?

    is your version 11 an upgrade from a previous version?

    is your problem using version 11 or trying to upgrade it (to version 12 or 13), or update it (to a more recent version 11)?

    finally, attach a screenshot of the error message.

    It was premiere elemets 11. No, it is straight out of the box, my upgrade to version 13 is on Adobe’s site. I get the error when tryin to instal the elements 13 version.

    I have once again uninstalled it but I am not holding out hope as I have done that twice already.
