Error in downloading Photoshop

I tried redownloading Photoshop because I lost my favorite presets and I wanted to reset the app. My wifi was really bad so I cancelled the downloading but it didn't work. It's been two weeks and my Creative Cloud App still says "cancelling" for Photoshop. Because of that, I can't even download other apps. I really need your help, thanks in advance !
