'Error in Installer Database'

I need the trial versions of both adobe illustrator and after effects. i open the installer, click try, accept the terms and conditions and sign in. when it comes to the progress bar, it stays on 0% before giving me this error message:

Your installation encountered errors.

Inconsistency in the installer database. Please restart your computer and install again......

i have done this instruction many times but still no result.i am on windows 10 (OS Build 17134.165)
