Looks like a Endpoint Security Manager Baseline setting
What is the fix ?

install the cc desktop app from here https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html and use it to install your adobe subscription and trial programs.

Thanks for the suggestion kglad - but that caused the same error.

 

Had to get the infrastructure/security team to alter the baselines to get it to work. 
This is currently a company wide global setting so had to think about it.

Do you know what part of the Baseline the security team changed?
