Error Message opening PS

I am receiving the following message opening PS today

It worked fine last night when I shut it down for a pending Win11 update.  When I opened this morning, this appeared.  I tried rolling back the update to no avail

It’s happening with all versions.  In “Properties”, I can find no lock.  Nothing else is running.  I am the administrator with all permissions.  Restarts have not cleared this.  I’ve uninstalled all versions and reinstalled the latest
