Error Message with PS 9

I am trying to install my copy of PS 9 onto a new PC that has Windows 7.  I got an error message Code 213:19.  What is the problem and how can I fix it?

    That's a licensing/ activation error. Either your serial is not correct or something on your system is preventing the activation - virus scanner, firewall, insufficient user privileges, whatever. Run as admin, turn off any such stuff.
