Error P205 - Cannot Install At All

I'm trying to install Creative Cloud on windows 10 and I keep getting this error no matter what trouble shooting I do.

I have uninstalled, used the cleaner tool, redownloaded the installer on multiple networks, updated my computer, updated my drivers.... I am at my wit's end. I have purged every single Adobe related file from my computer so there should be NO conflicts.

I've followed both these instructions:

Install error P205

and these:

Error downloading or updating Adobe Creative Cloud apps

I have no clue what else to do aside from completely reformatting my computer. When I did this on Mac I had none of these issues. Please help me

confirm that you can connect to the secure adobe servers by reading, http://helpx.adobe.com/x-productkb/policy-pricing/activation-network-issues.html

do you see both logos?

if you can and still see a connection error, white list the adobe network endpoints, https://helpx.adobe.com/enterprise/kb/network-endpoints.html

then install the cc desktop app from here https://creative.adobe.com/products/creative-cloud and use it to install your adobe subscription and trial programs.
