Error P206 on Win10 when installing creative cloud

I'm trying to install the creative cloud desktop on a windows 10 machine but failed with error P206. I tried every possible solution on the Adobe website, including "resolve connection errors", but the problem still exists. Here is what I got:

1. message on the installer

2. message on the website, when retry is clicked, but after this, the installer still shows the message on the picture above.

please help me fix this!
