ERROR PHOTOSHOP ELEMENT 13

i AM trying to re-install my photoshop element 13 to my other laptop, but the installation jams @ 2%......then i get the error message "installation failed, YOURE INSTALLATION ENCOUNTERED ERRORS.MORE TROUBLESHOOT TIPS

*Restart your computer

*Exit all applications including start up items, virus checking and firewall software

*Close this window and launch the installer again to re-install your application

i have restarted my computer over and over, disabled my anti-virus and firewalls , but the installation keeps failing,please help
