PS 13.1.2 is a subscription patch(for Creative Cloud users) not for perpetual,  this would not get applied over 13.0.1.x(update for perpetual). As you have 13.0.1.2 already applied then you need to re-install Ps CS6 to get Ps 13.1.2.

What is the current version of Ps (Help->System Info), if you have 13.0.1.2 already applied then you need to re-install Ps to get Ps 13.1.2.

As 13.1.2 is a subscription patch this would not get applied over 13.0.1.2. Please uncheck 13.0.1.2 update available.

Otherwise Updates usually fail when the file which are required for patching are missing or corrupt. This would require a re-install of Ps CS6 to get the files repaired.

If this still does not resolves your issue i would setup a connect session.

Hello, thank you for the quick response, the version is 13.0.1.2 as you said.

On the adobe creative cloud update thing it says photoshop needs to update updated, what do I've to do?

Sorry if I'm dumb but I didn't get it.
