Errors DW003 and DW071 when installing Photoshop Elements 2018

I have been using Photoshop Elements 2018 since 2017 with no issues.  I have a Windows 10 HP laptop.  Today when I tried to open PSE2018, it would not open.  I uninstalled it, restarted it, and reinstalled.  However, I tried three times, but it would not install because of error codes.  I saved the logs in a Creative Cloud log, but have no idea what to do now.  The error codes are DW003 and DW071.

I looked up the error code, but all it said was that user canceled the install, which I did not do.  How do I resolve this?
