Everytime I open an App, I get a white pop-up window with no content, can't use the App

Hello there,
everytime I try to open an app, for example Photoshop or Lightroom, I instantly get a pop-up window with no content. If i close this pop-up window the application itself also closes.
I've tried uninstalling every app plus the Adobe Creative Cloud and reinstalling them, but that didn't help.
Even after updating my computer it doesn't work. 

Please help, happy about any ideas or solutions!

If you continue to encounter problems, please review the settings for any installed security software to verify it is not blocking the sign-in process.
