Exceeded number of installations of PE9

I had a hard drive failure in my Windows 10 PC which was unreadable. I replaced the HDD and reinstalled W10 and Photoshop Elements 9. I then bought a new Windows 11 PC and installed PE9 but got a message from Adobe that I had exceeded the number of installs. I uninstalled it from the W10 PC on the new HDD but I am unable to do that with the failed HDD. I now have just one install of PE9 in the W11 PC but I cannot use it. What can I do, I do not believe I should have to purchase another licence?

OK, all resolved; I re-installed it on my old PC and then de-activated it and uninstalled it again. All working OK now on the new PC. Thanks a lot.

wow, that's great news.  so many people run into problems it seems rare to be successful.

I managed to get the failed HDD working again somewhat and actually unistalled PE9 from it. So it is only installed on my new W11 PC now. But I still get the notice of exceeding installations. I am now assuming PE9 is too old for Adobe to do anything about it. But I can always hope.

you needed to deactivate your pse 9, before uninstallating. ie, it's your activation count, not installations that's the problem.

at this point, your only hope to use the failing hdd, is to reinstall pse9 on it, then click help deactivate (or sign out) and then try activating on your new hdd.

because there are usually two activations allowed per license, you probably have another computer with an activated copy.  it that computer is available, you can use it to deactivate pse 9.

no matter what, for deactivation to communicate suscessfully to adobe servers your default browser and os must have security updates. otherwise, you risk losing the ability to deactivate.
