in the future (and for others), do not migrate adobe programs. properly install them.
ie, uninstall and clean adobe apps from your older computer using the below steps, then migrate your data. then install the cc desktop app on your new computer and use it to install your cc apps on your new computer.
at this point, you can start by trying to resolve the issue created by migrating, but it would not be unexpected that you would need to undo what you've done and then properly install.
to try for the simpler/quicker fix see which of the following steps (in the following order), you can do:
uninstall every cc app, per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials
if this fails, or you want to employ the "correct" fix, let me know.
