File says removed whenever I try to download illustrator

I've been trying to download illustrator for the past 20 minutes but every time I do, it says "removed" before I can even click on it. Sometimes it'll happen when I click on it. I don't understand what I'm doing wrong.

Are you using the Cloud Manager to install all programs https://www.adobe.com/ie/creativecloud/desktop-app.html

It won't even let me download the cloud manager
