Flash CS3 Activation problems

I had my hard drive crash that has Flash Pro CS3 installed.  I performed a clean install of Windows 7 and now when I try to activate Flash Pro 7, I am getting connection errors and error 159:18.  I went through the chat support, did a uninstall/fresh install from a newly downloaded file, check the global trusted root certs, and the other tests I could find - hosts has no entries in it.  I tried to access the activation servers using the test link and one link provided "alive", but the other gave an access denied error, as below:

Does anyone know how to activate Flash Pro CS3 offline or how to get around the errors I was having?

    Thank you for the reply, but I have already tried all the steps in the article you provided, including the activate offline.  When I try the Activate Offline it needs a "Request Code" and the Serial Number.  Of course I have a Serial Number, but for the "Request Code" the only thing I have that is close is an "Activation Number", which when I enter it, it says that it is Invalid.  Also note, I have connected to the internet using two different networks and I get the same result - host file is empty, and the cert listed is enabled.  I have also tried disabling my antivirus software, but still no luck. Any other ideas or any idea how to determine my "Request Code" for offline activation?  All the sites listed in the second link are available.
