Fresh install of CC on win 7 x64

I have had CC for months now but recently got a new PC(win 7x64) and when i try to instal it fresh on this PC i just get the 4 rotating blue squares loading screen forever. Any help?

Ummagitcha please utilize the steps listed in App doesn’t open | Progress wheel spins continually to resolve the current error.

i tried that. I am getting the spinning square wheels when trying to load CC app(before i ever get to spinning wheel on it). Looks like this...

Ummagitcha which web browser and version are you using?  I would recommend you utilize a different browser to begin the download and install process.  You can find additional details at Install and update apps - https://helpx.adobe.com/creative-cloud/help/install-apps.html.
