Getting Adobe Premiere Pro 15.4 download version for macOS Mojave

Hello, basically I had to uninstall Premire bc the transcribe option was greyed out after, but CC app wont let me install an older version. Tried contact support but they will only hand me a link for the base version v15, which won't let me open my 15.4 projects, nor use the transcribe feature.

Tried the method of prodesigntools but it will just send me to Adobe Customare Care that will only gave me the above answer. 

Does anyone have the installer for the 15.4 version for mojave? I'm paying for my Creative Cloud account but customer support wont give me an answer while I'm working on projects for my clients and unable to continue working on those.
