Getting an Adobe error but I can't uninstall and reinstall so idk what do do

I get the message "Adobe Creative Cloud, needed to resolve the problem, is missing or damaged. You can try to repair to fix the issue. If the problem persists, download and install the new copy from http://www.adobe.com/go/adobecreativecloudapp. " I've tried repairing it but it doesn't work. I've also tried uninstalling it but it says that I have apps downloaded that need cc so I can't, when trying to uninstall those apps it need cc which can't open so I can't uninstall them.

I've done every possible fix and I still can't seem to open cc, at this point i'm not sure what do do, if anyone has any tips or something that would be great! Thank you!
