Hard drive crashed, unable to install photoshop cs5

My hard drive crashed and unable to install photoshop cs5 on new drive. Giving me an error 22. Can some one help?

    Uninstall cs5 if it is installed, then try to clean up with the cleaner tool and reinstall:
