Having error when installing Photoshop Elements 2019 upgrade.
I get "error 1" when install gets to 4%. Tried downloading several times. Downloaded full install package, unzipped and started setup.exe, all have failed.

make sure you have a 64 bit computer and meet the other system requirements, Photoshop Elements system requirements
then download from here using a different browser than the one used previously, Download Photoshop Elements | 2019, 2018, and 15
