Having issues with being denied access to server to download my previous purchase of photoshop and elements 14

I had to remove the original software to reinstall windows.  Now, three techs later I still can not download my paid software.  Access denied on all browsers.  No proxy, all other software downloads and installs, got Adobe reader, just seem blocked for elements and my photoshop 14.  Any suggestions?

    Make sure you are logged in to the Adobe site, have cookies enabled, clear your cookie cache.

    If that didn't worker take a look at this

    Unable to reach Adobe servers.

    Yes, cookies were enabled although I had to clean multiple times and restart several times for that to take effect.  Thanks!  Got the download and all is working fine now.
