having problems opening photoshop 7.0 in windows 7

I installed  photoshop 7.0 on Windows 7 (64 bit). When I try to open it I get the following prompt:" Could not initialize Photoshop, Scratch disks are full". I contacted Microsoft, they were not able to resolve the issue, they suggest I contact Adobe and get back to them, if problem is not resolved. Is there a fix for this problem?

    try  resetting your preferences by holding down shift-ctrl-alt while starting ps.  you'll see a confirmation dialog if done correctly.

    if that fails, use a hd less than 1 tb

    if that fails, uninstall and reinstall using compatibility mode (with a compatibile os).
