Having Trouble Downloading Illustrator CC

I need help on how to install Illustrator on my computer desktop.

Every time I log in to Adobe Creative Cloud app, I keep getting the message that I am signed out.

I did contact someone from Adobe Customer Service and he/she said that I need to contact my network service provider (which is probably Cox Communications, whom I receive Internet service).

What is the problem?
