having trouble opening up program. says service is currently unavailable. try later or check networki connections. I have windows 7. i am connected with everything else. I have phontshop elements 10. bought new.

I have talked to a number of people. (chats). why when I try to open elements 10 that I installed, does it say "service is currently unavailable?  Try later or check network connections."

I have connections on everything else. This is new, has never  been used. bought at Office Depot.  I can't register my numbers if I can't get connected.
