Help component in PSE 11 won't work

Installed and unistalled twice PSE 11 but to no avail. Help Component contents will not work, such as Getting started, Forums, Support, PSE help, Video tutorials etc. Seems browser will not activate.

Any opinion and solution?

    Did you receive any errors during the installation?  You can use the steps listed at Troubleshoot with install logs | CS5, CS5.5, CS6 - http://helpx.adobe.com/creative-suite/kb/troubleshoot-install-logs-cs5-cs5.html to review the installation logs.

    I did what you suggested and have 4 World Pad documents on my desktop,  but I am overwhelmed by the task you assign to me as I am a layman in computers. I just bought a program to simply edit pictures. I was expecting it to install as every other software I have  and start using it immadiately. I even had installed PSE 10 and had no problems before. Now you ask me to do things I am not familiar with. Maybe it is better to ask for a refund instead and go on with my life?

    PS. I have the same problem with the  Premiere Elements 11

    PS. The latest installation log shows no errors and received non error report during installation. However parts of Help component will not work. I think it is a matter of not connecting with the browser because it keeps reporting when clicking on support, forums, video tutorials etc. "that it can not load a URL because there is no internet connection".

    If you wish to continue in the forums then I am happy to continue advising as well.  Although when you searched through your install logs for ERROR and FATAL did you find any entries which came up?
