**HELP** Crop , position, and scale, NOT WORKING. Won't allow me to use dragging

this is my first time experiencing this issue. The box with the dots pops up aroud my video and the clicker changes to a dragging mouse when i hover over the dots, but it will NOT let me drag it. It will only let me scale it using the panning feature in the effect controls. But that is a lot more work and i'd prefer to use my dragging feature like I have been doing before. PLEASE HELP 😞
