Hi, I still have problems with my lightroom download

I ,I sign and out enter my license # , and still the develop module is disabled.

now I am, afraid to go and buy the disk and download myself, because Adobe only want subscriptions of $10.00 a month, I think that why the make so hard, ,I hope I'm

    Did you previously run a lightroom creative cloud trial? 

    When your  Lightroom CC subscription ends, you continue to have access to the Library, Slideshow, Web, Book and Print Modules, but  the Develop and Map modules will be disabled, indicating the end of the membership. You can either subscribe to Lightroom CC or purchase Lightroom 6.
