How can I remove the registered account from a laptop that has already been formatted?

Hi,

I would like to seek assistance regarding multiple accounts being recorded under this serial number. As I recall, I previously installed this application on my old laptop. That laptop was formatted without going through the application deactivation process. As a result, I am unable to install the application on my new laptop.

if it's impossible to deactivate using a computer that has an activation, it's impossible to restore that activation slot.
