How can I successfully install CC?

Okay so earlier today I was using my CC and illustrator fine.
I then went to reopen illustrator an hour after and it said it wasn't installed.

I did an uninstall for it and all of CC, including restarting and running the clean up tool.

Since then I can't reinstall CC no matter what I do. The desktop app is clearly installed but when I click on the APPS tab it says "download error" with a link to download creative cloud.

I then tried doing this - https://helpx.adobe.com/creative-cloud/kb/failed-install-creative-cloud-desktop.html - again and then tried installing as administrator again, only to get the same error.

Please help.

Please try to rename Adobe Creative Cloud from (C:\Program Files (x86)\Adobe) & Adobe Application Manager from (C:\Program Files (x86)\Common Files\Adobe). Then, install Creative Cloud using: https://helpx.adobe.com/creative-cloud/help/install-apps.html
