how do I access my photos from my external HD on LR/photoshop CC and avoid the cloud storage?

After getting LR cc, I initially began uploading my photos to the cloud storage. I recognized quickly that I didn't have enough space in cloud storage and don't plan on paying for more at this time. I would love to figure how to just access, edit and continue to store my photos on my external hard drive in CC. The cloud couldn't even hold all of my first memory card I uploaded and I have like 20 more. Every time I open LR it reminds me my cloud storage is full and I can't find any other storage option, like external HD to choose as storage source. As a side note, I am not a computer person whatsoever...Any help is greatly appreciated.

First of all you need to move to Lightroom Classic ,because Lightroom CC is cloud based apps and will not work locally .

You need to download all your images from the cloud with the Lightroom downloader and import them on Lightroom classic or to sync Lightroom CC with Lightroom Classic by clicking on your name in the top left corner .

You should be able to specify the location where you save your files - there is no requirement to utilize the cloud for storage.  I don't think it would be difficult to figure that out, but in case it is elusive, try using Save As for starters.  Then start looking thru the preference settings to see if there is someplace designated as the default storage, and change that to be your local resource.
