How do I correct 'ERROR! CHECK ACTIVATION"

I need professional advice, not comments from the public.  Library staff and I have tried numerous ways of activating Adobe Digital Editions 4.0. We continue to receive the message ERROR! CHECK ACTIVATION when we try to download a book from the library site to ADE. What must I do?
