how do I download loder versions without the CD

Please help! I am trying to download photoshop elements 10 but have lost my CD. My computer force me to uninstall and now I need to reinstall it.

I tried that several times. After I save it will show on a popup but the only option it gives is open. When I try to open it won't let me.
