how do i download premier elements 12?

I have a new laptop and I just want to download Premier Elements 12 but the first file is a weird extension and my laptop wants to know what program to associate the file with. I think it is ridiculous that I can't find the download instructions that clearly explains what to do with the files. I am not 'stupid' when it comes to computers and downloads, but this has been quite the process!
