How do I find and download a 32 bit version of Photoshop Elements 15?

I purchased Photoshop Elements 15 and Premier Elements 15 yesterday from the Adobe web site. I tried to download them and the Photoshop Elements 15 download failed saying it encountered an error downloading the 64 bit version. I am running Windows 10 32 bit version. Nowhere did the download instructions say how to find a 32 bit version or even if a 32 bit version was not available. How do I resolve this problem?

Version 15 is 64bit only
