How do i get a full refund from Adobe?

Refund agreed via chat 1 day after download of photoshop elements failed due to my OS not being big enough for the new package.

However, i am still here waiting for a refund and getting all the usual film flam

"Wait 24 hrs"

"Please wait 2 - 3 days"

"Please wait 5- 7 days"

"I promise you a full refund has been actioned"

All this.

But no refund.

Im finding this attitude and customer service from such a large company hugely time consuming and frustrating.

Anyone else know how to get a full refund?
