How do I get Windows 8 to read the .7z file that downloads with the Photoshop Elements 12 installer?

I just downloaded Photoshop Elements 12 and it downloaded just fine, but when I tried to install it, I keep getting a message that says "The file archive part of adobe is missing" but they're both on the same folder and it seems that Windows won't recognize it or won't read it

you need to download the matching exe file, too. put both in the same directory and click (or double click) the exe.
