I found the answer and just used it and it worked:

You can try using the CS Cleaner Tool to attempt to remove the remaining installations.  You can find details on how to download and use the CS Cleaner Tool at CS Cleaner Tool for installation problems | CCM, CS6, CS5.5, CS5, CS4, CS3 -http://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation -problems.html.

I am having the exact same problem.  I installed Lightroom 4.4 on Windows 8 machine on april 5, 2013.  I uninstalled on April 6th using the windows uninstall program. I rebooted my computer.  the Adobe Manager still shows Lightroom as being installed.

By the way - the reason I uninstalled Lightroom is that it hangs and is slow and it won't let me create new catalogs and seems to have all kinds of problems that the old Lightroom did not have.
